OJF used to replace the flagpole rope with twine each winter to restring the rope 
the next summer.  This was supposed to discourage deer hunters from using the 
rope over the winter.  Apparently the twine was still too attractive sometimes.
There was a time when people would shinny up the flagpole to put the rope up. 
OJF decided the time had come for better than that.  So, he hinged the flagpole.
Removing two bolts, and having a couple of people provided the leverage to
drop and re-raise the flagpole at the beginning of the summer.
